Must a District of Columbia employer secure workers’ compensation coverage?

The Code of the District of Columbia, in the section headed Security for payment of compensation, provides that every employer shall secure the payment of compensation under the chapter — by insuring with an authorised carrier, or by qualifying with the Mayor to pay it directly. The section states the duty of an employer without setting an employee count.

§ 32–1534. Security for payment of compensation. (a) Every employer shall secure the payment of compensation under this chapter
